About this opportunity
San Joaquin Delta Community College District is soliciting Statements of Qualifications for design-build services on the Mountain House permanent campus facility project, with SOQs due August 24, 2026, and a mandatory pre-RFQ meeting and job walk scheduled for August 7, 2026, at 10:00 a.m. at 2073 S. Central Parkway, Mountain House, California.
Applicants must be properly licensed to design and construct improvements under California law and must attend the mandatory pre-RFQ meeting and job walk. The scope is a 60,000–65,000 square foot multifunctional campus building including modern classrooms, science labs, specialized program spaces for cybersecurity, aeronautics, and computer networking programs, student services, administrative operations, and site development with circulation, utilities, landscaping, and outdoor learning zones.
The estimated construction cost is $65 million, funded through Measure K, a $598 million facilities improvement bond measure approved by voters in November 2024. The District will select approximately three to five pre-qualified finalists to proceed to the Request for Proposal phase. No pricing proposals are required during the RFQ stage; finalists will submit pricing components during the RFP phase, including lump sum amounts for collaboration and design phases, percentages for general conditions and fees during construction, payment and performance bond premiums, and insurance costs. The District will provide a competitive stipend to non-selected finalists who submit complete and responsive proposals.
All SOQs must include seven signed documents: the Qualification Questionnaire, Applicant Declaration, Non-Collusion Declaration, Non-Discrimination Declaration, Conflict of Interest Certification, Authority to Release Information Form, and Project Labor Agreement. Applicants must also submit three years of audited and/or reviewed financial statements including balance sheets and income statements. The project phasing includes a 90-day Programming and Collaboration Phase, a 90-day Design to Agency Submission Phase, a 240-day Agency Review and Approval Phase, and a 450-day Construction Phase, with estimated substantial completion in December 2028. Anticipated contract award is tentatively scheduled for November 3, 2026.
