About this opportunity

The California Department of Parks and Recreation is requesting bids for campground entrance road repairs at Morro Strand State Beach in San Luis Obispo County, with bids due October 23, 2026 and mandatory job showing on October 9. A minimum 6% Disabled Veteran Business Enterprise (DVBE) participation commitment is required; failure to meet this renders bids non-responsive.

Successful bidders must hold a valid California contractors license classification A and/or B. The work includes re-grading an existing slide area with geogrid layers and subdrains, replacing drain inlets and pipe, constructing new drain outfall and apron, constructing a thickened edge and AC dike along the entrance road, applying slurry seal, implementing erosion control and hydroseeding, and maintaining traffic control to preserve campground access. The contractor is responsible for site assessment to determine existing conditions, access, adjacent improvements, materials to be encountered, and other factors affecting the work. All materials, labor, equipment, temporary erosion control, and site cleanup are the contractor's responsibility.

The engineer's estimate ranges from $200,000 to $400,000. Contract term is 545 calendar days from Notice to Proceed, with a 180-calendar-day work performance period and ten-calendar-day mobilization window. A 5% small business preference applies to contractors certified with the California Department of General Services or those achieving 25% subcontracting with certified small businesses (preference capped at $50,000). A DVBE incentive program provides additional evaluation benefits for exceeding the 6% requirement. Bidders must provide a 10% bidder's bond for bids exceeding $5,000, comply with prevailing wage requirements, obtain public works contractor registration per Labor Code section 1725.5, and submit performance and payment bonds. Electronic bids in PDF format must be submitted to DPR.PWBIDS@parks.ca.gov no later than 2:00 p.m. on October 23. Bids remain valid for 120 calendar days after opening.
