About this opportunity
The City of Jacksonville, Florida's Natural and Marine Resources Department is requesting quotes on a monument sign installation at Kathryn Abbey Hanna Park (500 Wonderwood Drive, Jacksonville, Florida 32233) under ITQ 18179-26, with quotes due August 27, 2026 at 4:00 PM. This procurement is a set-aside for Jacksonville Small Emerging Businesses (JSEBs) — bidders must be JSEB-certified at bid opening and the JSEB prime contractor must perform at least 40 percent of total contract work with its own workforce.
The scope encompasses supply and installation of a double-pole monument sign featuring a Watchfire 10mm EMC digital display (72 inches wide by 36 inches high) mounted on 12-inch round wooden marine pilings wrapped with 1.5-inch decorative nautical rope. Deliverables include the Watchfire display unit with a five-year parts and labor warranty; foundation auguring, concrete work, caisson installation, and steel post setting; electrical wiring to a customer-provided NEC-compliant circuit within five feet of the sign; certified engineering documentation demonstrating 140 mph wind resistance; and permit acquisition fees. All unit prices must include freight, delivery, and handling prepaid to destination.
Bidders must be legally authorized to do business in Duval County and hold required local business licenses and specific licensure for similar projects. Insurance requirements include general liability of $2 million, workers' compensation at Florida statutory limits, and performance and payment bonds at 100 percent of contract amount if required. Award will be made on an "all or none" basis to the lowest responsive and responsible bidder, with pricing as the sole ranking criterion. Bidders must respond to all line items. Payment for non-construction activities is due 45 days after the specified date; construction-related payments are due 20 to 25 business days after invoice receipt depending on external approval requirements. All responses must be submitted electronically through the City's 1Cloud e-procurement system and may be revised until closing.
