About this opportunity

Montgomery County (Pennsylvania), Department of Assets and Infrastructure is soliciting bids for repair of nine county bridges across its jurisdiction, with proposals due August 25, 2026. Bidders must be PennDOT pre-qualified in applicable work class codes and must visit project sites before submitting bids.

The scope covers Bridge 51 (High School Road), Bridge 55 (Jenkintown Road), Bridge 113 (Schwab Road), Bridge 114 (Vine Street), Bridge 137 (Arcola Road), Bridge 149 (Shelly Road), Bridge 221 (Metz Road), Bridge 228 (Geryville Pike), and Bridge 259 (Green Lane Road). Work includes clearing and grubbing, asphalt overlay, bridge deck repairs, concrete repairs, masonry work, erosion control, temporary causeways and cofferdams, and traffic control. Contractors must supply all materials and equipment and comply with PennDOT Publication 408 Specifications. Construction must commence within 14 calendar days of Notice-To-Proceed and be completed within 270 calendar days. Prevailing wage rates apply. Traffic restrictions prohibit lane closures during peak hours (6 a.m. to 9 a.m. and 3 p.m. to 6 p.m.) without written township approval. Contractors must provide 15 calendar days' notice to property owners and maintain safe pedestrian access. All work is guaranteed against defects for one year from acceptance.

Performance and payment bonds, each equal to 100 percent of contract value, are required, along with a separate maintenance bond at 100 percent of contract value. Commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate is mandatory. Contractors assume liability for all damages within the construction zone and bear full responsibility for utility coordination, municipal coordination, property owner coordination, PennDOT coordination, erosion control, site restoration, and waste disposal. Liquidated damages apply for failure to meet the completion deadline, though certain excusable delays are permitted. The county will award to the lowest responsible bidder.
