About this opportunity
The Local Government Purchasing Cooperative (BuyBoard), administered by the Texas Association of School Boards (TASB) in partnership with the Texas Municipal League and Texas Association of Counties, is soliciting sealed proposals for modular buildings, classrooms, and relocation services under a cooperative purchasing vehicle with proposals due November 5, 2026 at 4:00 PM.
This is a statewide cooperative contract open to vendors in Texas and nationally through potential piggy-back awards. The Cooperative serves over 1,000 Texas public school districts, junior colleges, more than 900 municipalities, 400 counties, and other political subdivisions. Pricing structure requires discounts off catalog or price lists for supplies, materials, and equipment; not-to-exceed hourly labor rates for installation services and repair; and per-mile delivery fees. Awarded vendors must hold pricing firm during the contract term, though price decreases are permitted for all products.
All vendors must comply with Texas Industrialized Housing and Buildings (IHB) Program requirements, provide manufacturer authorization letters, and complete extensive compliance certifications including felony disclosure, debarment status, equal employment opportunity, and federal grant compliance documentation under 2 CFR 200 (EDGAR). Vendors must maintain a minimum of $15,000 in annual sales through the contract to be eligible for renewal consideration.
The contract term runs April 1, 2027 through March 31, 2028, with two possible one-year renewals. The estimated contract value is $46.137 million based on prior similar contracts, though this does not constitute a guarantee of minimum or maximum purchase amounts. Individual Cooperative members may purchase at any time during the contract term. An awarded vendor must pay a 2% service fee per purchase order to the Cooperative and remit payment within 30 days of invoice. Proposals must be submitted electronically through buyboard.com/vendor or by hard copy. Evaluation criteria are based on best value to Cooperative members.
Opportunity text
The intent of this Proposal Invitation is to solicit sealed Proposals to establish a contract for various types of Modular Buildings, Classrooms, and Relocation Services that may be procured by Cooperative members. Because individual members require different equipment, supplies, and/or services, this Proposal Invitation is a request for a discount off of catalog or price list for supplies, materials and equipment; not-to-exceed hourly labor rates for installation services and repair; and per-mile delivery fee. Purchases can be made by a Cooperative member at any time during the Contract term. Except as provided in section E.4 of the General Terms and Conditions or otherwise in this Proposal Invitation, Vendor shall hold its Awarded Pricing firm during the Contract term. In the event of price decreases, such price decreases shall be allowed for all products.
