About this opportunity

The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) numbered IFB605CO22002139 seeking qualified vendors to provide stripers (road striping trucks) for statewide use across multiple Missouri jurisdictions, including Boone County and Springfield City. The procurement is for new striping vehicles with three potential cab/chassis configurations from Peterbilt, Autocar, or Mack, along with various optional equipment and accessories such as air conditioning, dual operator stations, spare tires, intercom interfaces, solvent systems, paint drying agent systems, and guidance mechanisms. The contract period will run from the award date through August 30, 2024, with MoDOT reserving the right to extend the contract for two additional one-year periods. Bids are due by September 14, 2021, and can be submitted electronically through MissouriBUYS or by mail with five days' advance notice for hard copy submissions. Evaluation criteria will include base and options costs (50 points), warranty coverage and unit features (20 points), location and past performance of parts/service dealers (20 points), delivery timeline (5 points), and other response information (5 points).

The IFB encourages participation from Minority Business Enterprises (MBE) with a 10% participation goal and Women Business Enterprises (WBE) with a 5% participation goal. Service-Disabled Veteran (SDV) preferences may also apply. The procurement allows for cooperative purchasing by other Missouri counties, cities, and political entities, expanding potential vendor opportunities. While no specific incumbent vendors are listed, the solicitation includes provisions for potential price escalations after the first six months, subject to MoDOT approval. Vendors must submit comprehensive documentation including Buy America certification, Anti-Discrimination Against Israel Act certification (for contracts over $100,000), descriptive literature, platform layouts, system schematics, and weight distribution analyses. The bid is structured as a multiple award contract, meaning multiple vendors may be selected, with individual MoDOT delivery destinations having discretion in purchasing decisions. Liquidated damages of $50 per day per item may be assessed for late deliveries, providing additional performance incentives.
