About this opportunity

The Ohio Department of Public Safety's Ohio State Highway Patrol (OSHP) Licensing and Commercial Standards Section is soliciting proposals for a turnkey, solar-powered mobile commercial vehicle screening trailer and imaging system, with proposals due September 2, 2026. Grant funding through the Public Utilities Commission of Ohio and the Federal Motor Carrier Safety Administration's Motor Carrier Safety Assistance Program extends through September 30, 2027.

The trailer must perform automated roadside detection of tire, brake, bearing, overheight, hazmat, seatbelt, and distraction violations with real-time data transfer and alerting. The system must integrate with SafeSpect, Safety and Fitness Electronic Record (SAFER), Performance and Registration Information Systems Management (PRISM), Motor Carrier Management Information System (MCMIS), Commercial Vehicle Information Exchange Window (CVIEW), and Weigh-In-Motion (WIM) systems. The trailer must operate unattended in remote areas without on-site personnel and support rapid deployment and relocation. OSHP requires seamless integration with these systems including, but not limited to, the named platforms.

All contractors must comply with the State of Ohio Department of Administrative Services Office of Information Technology (DAS OIT) Supplement A IT Policy, Standards, and Service Requirements (effective July 10, 2024). Contractors must acknowledge compliance with state IT policies and standards or provide documented justification for non-applicability. In cases of conflict between the supplement and contract terms, the strictest standard prevails. Variances require formal approval through Appendix A with documented business justification.

OSHP's enforcement strategy has achieved a 63% reduction in commercial motor vehicle crashes, with inspections increasing more than 341% year-over-year. The scope includes continuous, unattended roadside screening capability in high-crash corridors across major Ohio interstates.

Opportunity text

BACKGROUND The Ohio Department of Public Safety's Ohio State Highway Patrol (OSHP) Licensing and Commercial Standards (LCS) Section has a strong record of reducing commercial motor vehicle (CMV) crashes through focused, data‑driven enforcement strategies. Recent high‑visibility CMV enforcement operations across major Ohio interstates led to a 63% reduction in CMV crashes, with inspections increasing by more than 341% compared to the prior year. These efforts align with OSHP's mission to provide unbiased, professional public safety services through innovation, collaboration, and statewide traffic safety initiatives. To further expand proactive enforcement capabilities, OSHP secured grant funding through the Public Utilities Commission of Ohio (PUCO) and the Federal Motor Carrier Safety Administration's (FMCSA) Motor Carrier Safety Assistance Program (MCSAP). With grant funding authorized through September 30, 2027, OSHP is initiating an open and competitive procurement process to acquire mobile commercial vehicle screening trailers that support continuous, unattended roadside screening in high‑crash corridors.
