The City of Boise Water Renewal Services is requesting qualifications from engineering firms to provide miscellaneous water renewal planning and engineering services on an as-needed, project-by-project basis under RFQ2026-093, with proposals due October 7, 2026.

The City anticipates awarding contracts to multiple highly ranked proposers that collectively offer broad multidisciplinary capabilities and specialized expertise in wastewater. Scope encompasses planning, studies, predesign, design, construction support, startup, and related technical and regulatory assistance for wastewater treatment facilities and system improvements at City-owned facilities. Deliverables may include construction documents, cost estimates, operating manuals, BIM models, and record drawings as specified in individual task orders. The contract is anticipated for Fiscal Year 2027 with potential extensions through Fiscal Year 2031. Compensation will be structured on an hourly basis with established not-to-exceed costs for individual assignments, lump sum fees, or other mutually agreed fee arrangements. Hourly rates and multipliers will be established during contract negotiation with the highest-ranked proposers and may be reviewed and adjusted annually by mutual agreement. All hourly fees include office space, hardware, software, supervision, travel, printing, and copying expenses, except for resident employees and specific direct reimbursable expenses established at assignment. Sub-consultants may be included with overhead markups permitted at no more than five percent for specialized sub-consultants not part of the original proposed team.

All reports, drawings, survey data, and files developed under the contract shall become the property of the City upon completion. Consultants must maintain appropriate insurance and all necessary permits and licenses in compliance with federal, state, and local laws.
