About this opportunity

The City of Lynchburg, Virginia is requesting bids on the Millrace Drive Pedestrian Improvements project under IFB #2026-069, with bids due August 26, 2026 at 3:00 p.m. and an optional pre-bid conference on July 30 at 11:00 a.m. at 30 Millrace Drive. No set-aside or preference program applies; the DBE goal is 0 percent.

The scope includes two sidewalk sections — one extending east along Graves Mill Road from south of the Graves Mill Road and Millrace Drive intersection to tie into existing sidewalk, and a second from just north of 28 Millrace Drive to the driveway at 30 Millrace Drive — plus a new pedestrian crossing at the Millrace Drive and Graves Mill Road intersection requiring alteration of the existing west-side sidewalk. The contract requires a lump-sum bid with unit prices for 50 line items: mobilization, surveying, clearing and grubbing, demolition, sidewalk and curb installation, asphalt work, drainage, landscaping, signage, and pedestrian signal equipment.

The contractor must have at least five years of experience in municipal work of similar size and dollar value, supported by evidence of qualifications, financial data, prior project references, and available resources. Work must commence within 10 days of Notice to Proceed and reach substantial completion within 180 calendar days, with final completion 30 days thereafter. Liquidated damages are $600 per day for delays beyond the contract completion date.

A bid bond or certified check of 5 percent of the total base bid is required at submission. The successful bidder must furnish performance and labor/material payment bonds at 100 percent of the base bid within 10 days of award. Partial monthly payments will be made on certified estimates, with final payment due within 90 days of completion and acceptance. The City of Lynchburg covers VDOT right-of-way work permits; the contractor is responsible for all other permits, taxes, and fees. Requests for clarification are due in writing to Stephanie Suter by 3:00 p.m. on August 19, 2026.
