About this opportunity
The Washington Department of Enterprise Services is requesting sealed bids for HVAC system replacement at Building 3106 AASF, Joint Base Lewis-McChord, with bids due August 11, 2026 at 1:00 PM and a mandatory pre-bid walk-through on July 29 at 10:00 AM. Contract award is contingent upon receipt of federal funding.
Washington State prevailing wage rates apply, and the project carries mandatory 15% apprentice labor hours of total labor hours. Bidders must submit Subcontractor Listing Form A (covering HVAC, plumbing, and electrical work) with their proposals; failure to submit renders the bid non-responsive. Form B (structural steel and rebar installation) must be submitted within 48 hours of the bid deadline via email. Voluntary diversity goals are 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veterans participation.
The estimated bid cost range is $1.9 million to $2.3 million. Contract execution must occur on or before September 30, 2026. Contractors without JBLM base access must contact Hultz/BHU Engineers Inc. by July 27 at 4:00 PM to be added to the visitor-pass roster.
Plans and specifications are available through the DES Public Procurement Portal or from Hultz/BHU Engineers Inc. for a $100 deposit, refundable if plans are returned in good condition within seven days of the bid date. Sealed bids must be submitted online through the DES Public Procurement Portal, with a virtual public bid opening via Microsoft Teams at approximately 1:30 PM on August 11. The successful bidder must register with the DES Diversity Compliance program (B2Gnow).
