About this opportunity
The Maryland Environmental Service is soliciting competitive sealed bids for brush grinding services at two regional solid waste facilities—Midshore I Transfer Station in Easton, Talbot County, and Midshore II Landfill in Ridgely, Caroline County—with bids due September 22, 2026 and a pre-bid conference on September 1 via Microsoft Teams.
A 5% Minority Business Enterprise subcontract participation goal applies. Contractors must demonstrate minimum three years' experience, maintain Maryland licensing, and provide equipment capability documentation. An OSHA 30-hour Construction certified supervisor is required for grinding personnel oversight.
The scope encompasses grinding yard waste and natural wood waste at estimated annual volumes of 5,000 tons at Midshore I and 1,500 tons at Midshore II. Grinding events are anticipated four to seven times annually at Midshore I (when 500–850 tons accumulate) and two to three times annually at Midshore II (within 180 days of receipt). All work must occur between 7:00 AM and 4:00 PM Monday through Friday, excluding holidays. Contractors must mobilize equipment within 14 calendar days of written request and continuously prosecute work to completion. Liquidated damages of $600 per calendar day apply for failure to mobilize within the 14-day period.
Compensation is structured as unit rates for mobilization and demobilization per grinding event plus per-ton rates for brush ground, with monthly invoicing due before the 10th of each month. MES supplies off-road diesel fuel; contractors must exclude fuel costs from bids and include all other consumables, equipment rentals, and fees. The initial contract term is two years from Notice-to-Proceed, with options to renew for three additional one-year extensions at MES's sole discretion. Unit rates adjust based on the Consumer Price Index upon renewal.
Site visits are scheduled for September 9, 2026, at 9:00 AM at Midshore I and 2:00 PM at Midshore II. Electronic bids are due by 1:00 PM through the MES Procurement Portal (Bonfire). No bonding is required. The contract is non-exclusive; MES may retain other contractors for brush grinding during the term.
