About this opportunity

The City of Sacramento is soliciting bids for Mid Central Streetscapes Maintenance Services, a horticultural and irrigation maintenance contract covering designated street and landscape areas, with proposals due September 29, 2026. A California State C27 landscape maintenance contractor license and at least two years of experience providing landscape maintenance for large-scale commercial or governmental agencies are mandatory qualifications.

The scope encompasses general horticultural maintenance, integrated pest management (IPM) services, operation of manual and automatic irrigation systems, landscape cleanup, and repairs or replacement of irrigation systems and plant materials. Specific duties include turf mowing and maintenance, tree and shrub pruning, ground cover maintenance, weed and pest control, debris removal, and bi-monthly irrigation system testing and adjustment. The contractor must maintain a full-time management representative and field supervisors available during all work hours. At least one full-time employee must be qualified for irrigation system work, and another must hold a Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. No subcontracting of maintenance services or pesticide applications is permitted.

All work must comply with Sacramento City Code Chapter 12.20 (street closures), the California Manual on Uniform Traffic Control Devices (MUTCD), OSHA and Cal-OSHA safety standards, and the City's Water Ordinance regarding outdoor water conservation. The contractor must provide traffic control plans at least ten working days prior to any work requiring sidewalk or traffic lane closures and maintain specified lane availability on primary and secondary streets during designated hours. A Holiday Season Construction Moratorium applies from Thanksgiving through the first working day after New Year's Day on designated streets.

Payment is contingent upon satisfactory performance. Weekly inspections assign performance ratings; "Needs Improvement," "Unsatisfactory," or "Failure to Comply" trigger correction timelines of seven days, 48 hours, or 24 hours respectively. Two consecutive "Unsatisfactory" ratings result in a two-week fee deduction. Multiple violations within specified timeframes may result in contract termination and classification as "Non-Responsible" for up to one year on subsequent bids. The contractor bears all costs for equipment, materials, disposal, traffic control, and emergency irrigation response, and is financially liable for property damage caused by contractor operations or negligence.
