About this opportunity
The City of Phoenix is issuing a Request for Information on a Micromobility Services Program with responses due October 8, 2026, for planning and discovery purposes only — this RFI does not constitute a formal solicitation, pre-qualification mechanism, or commitment to purchase.
The RFI seeks comprehensive information on shared pedal bicycles, e-bikes, e-scooters, and adaptive vehicles (handcycles, trikes, wheelchair attachments) to inform a future formal solicitation. The City's current program, launched January 20, 2023, operates across 48 square miles with a fleet cap of 3,000 devices and has generated over 1.6 million trips. The City plans to expand service area by an additional 20 square miles through two phases: Phase 2 adding 11.32 square miles and Phase 3 adding 9.3 square miles, with an operating and expansion map provided as Exhibit A.
Respondents should address thirteen topic areas including organizational capacity and qualifications, operational strategies, system reliability and resilience, vehicle hardware and thermal specifications, geofencing and parking management, pricing models, data standards compliance (MDS/GBFS), community engagement, special events protocols, and expansion readiness. Respondents may propose solutions for one or more areas without addressing all problem statements. The RFI emphasizes operational excellence, safety and hardware integrity, access and pricing transparency, data transparency compliance with open data standards, community engagement capabilities, and long-term organizational viability. No pricing or cost information is solicited; any price information provided is for general comparison only and should exclude state and local taxes.
All submissions must be made electronically through the City's e-Procurement Portal at https://procurement.opengov.com/portal/phoenix and include a one-page cover letter on company letterhead with primary contact information and brief company background. Responses become public record under Arizona State law. Questions were due September 18, 2026. Participation is voluntary and at respondent expense; the City bears no responsibility for costs incurred.
