About this opportunity

The Binghamton-Johnson City Joint Sewage Board is requesting bids on methanol (99.85% concentration, ASTM D1152-06 (2012) and/or CAS 67-56-1) for the Plant's Biologically Aerated Filtration and Denitrification process, with sealed bids due August 20, 2026 at 2:00 p.m. at the treatment plant in Vestal, New York. Bidders may propose for any or all of three alternative contract periods: 6 months (150,000 gallons), 12 months (300,000 gallons), or 18 months (450,000 gallons).

The incumbent is Solvels & Petroleum Service, located at 1405 Brewerton Road, Syracuse, NY 13208, which held an identical or substantially similar contract within the past five years.

The Plant anticipates daily demand of 600 to 900 gallons with tanker deliveries of approximately 7,000 gallons every 5 to 8 days. Deliveries must occur Monday through Friday (excluding Plant holidays) between 7:00 a.m. and 1:00 p.m., with a maximum three-hour delivery window. Pricing must be submitted on a per-gallon Cost and Freight basis to Vestal, New York, including all delivery and unloading charges; demurrage and fuel surcharges are not permitted. All bids require a certified check or notarized bid bond equal to five percent of the largest bid alternative proposed. The Board reserves the right to reject all bids and awards on the basis of lowest responsible bidder meeting all requirements. The initial contract term will commence upon notice of award or within 30 days thereafter and may be extended for successive like periods with no changes in terms and conditions, provided total contract duration (including initial term and extensions) does not exceed 36 months.

The successful bidder must execute a Site Entry Agreement, comply with DOT and OSHA regulations, maintain commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, and provide a Certificate of Analysis and Material Safety Data Sheet with each delivery. Compliance with the New York State Department of Environmental Conservation Water Treatment Chemical Authorization process is required. Payment is issued within 60 days of receipt of a proper invoice with no late fees or finance charges.
