About this opportunity

Harris County is requesting bids for Mesa Vista Phase 1 hardscape and softscape construction—a neighborhood park and streetscape project including concrete sidewalks, shade structures, site furnishings, landscape planting, street trees, and irrigation—with proposals due September 8, 2026.

The scope encompasses comprehensive exterior improvements organized across 27 specification divisions: precast concrete unit paving with detectable warning pavers, aggregate surfacing, synthetic grass surfacing, decorative metal fences and gates, site furnishings, underground irrigation systems with automatic controls, landscape grading, seeding, and sodding. Work is managed by landscape architects KW Landscape Architects. Contractors must comply with ASTM standards, ADA accessibility standards, EPA NPDES construction general permit requirements, and TCEQ erosion and sediment control regulations. The specifications mandate temporary erosion control measures, vehicular access controls with mud removal procedures, waste management and recycling programs with periodic reporting, and field office establishment within 15 days of notice to proceed.

Contractors must provide qualified installers with documented minimum three to five years of experience depending on trade. Manufacturer warranties are required—typically two years for sealants and five years for fencing—from established manufacturers including Sika Corporation, Tremco, Belgard Commercial, Keystone Hardscapes, Rain Bird Sales, and Hunter Industries. Owner training and system demonstration for irrigation equipment must occur before substantial completion. Closeout documentation includes project record documents and durable operation and maintenance manuals with product directories and tables of contents. Contractors bear full responsibility for regulatory compliance, hazardous waste disposal, and restoration of areas damaged during construction. Work must be performed during appropriate weather conditions and inspected for compliance with specified tolerances and performance standards.

No contract value, term, incumbent, or set-aside information is provided in the source.
