The scope includes removing existing coating systems, conducting weld seal repairs and surface preparation, applying new NSF-certified coating systems, repairing the concrete foundation (chime), installing a new roof vent, modifying the exterior shell and roof ladders, and installing roof hatches and safety climb systems. Pricing must be submitted as lump sum amounts for mobilization, site preparation, maintenance, and demobilization, with a separate optional line item for auxiliary manway installation. The project is also subject to American Iron and Steel and Build America, Buy America requirements.

Bidders must submit a Bid Bond equal to 10 percent of the bid amount. The successful bidder must provide 100 percent Performance and Labor and Material Payment Bonds before contract execution. The City prefers the project to begin and be completed in conjunction with the Lagoon Rebuild Project to minimize treatment plant downtime. A non-mandatory pre-bid meeting is scheduled for September 16, 2026 at 10:00 a.m. at the project site. Questions are due September 30, 2026 at 4:00 p.m. Bids remain open for 60 days following bid opening, and no bidder may withdraw without forfeiting bid security.
