About this opportunity
The City of Meriden, Connecticut is requesting bids for rehabilitation of the Merimere Water Storage Tank (MWST), a 1964-constructed tank with 560,000-gallon nominal capacity at 568 Reservoir Avenue, with bids due October 7, 2026 at 11:00 a.m. and a non-mandatory pre-bid meeting scheduled for September 16, 2026 at 10:00 a.m. This project is federally funded through the Environmental Protection Agency and is subject to Davis-Bacon Act prevailing wage requirements, American Iron and Steel (AIS) provisions, and Build America, Buy America (BABA) provisions — the controlling compliance framework for all bidders.
The scope includes removing existing coating systems, surface preparation, applying new NSF-certified coating systems, repairing the concrete foundation (chime), installing a new roof vent, modifying exterior and roof ladders with safety climb systems, installing a new roof hatch assembly, and an optional auxiliary manway available for separate bidding. The tank measures 32 feet to overflow with a 55-foot diameter.
The City prefers project commencement and completion in conjunction with the Lagoon Rebuild Project to minimize treatment plant downtime. Connecticut prevailing wage rates apply; where estimated costs exceed $100,000, the higher of federal or state prevailing wage rates shall apply. The successful bidder must provide 100 percent Performance and Labor and Material Payment Bonds; bidders must submit a bid bond equal to ten percent of bid amount, a notarized non-collusive bid statement, a bidder's qualification statement, and an EPA form. Connecticut-based bidders receive preference in case of tied bids. Bidders may not withdraw bids within sixty days of the bid opening date. Questions are due September 30, 2026 at 4:00 p.m. Bids are submitted electronically through the City eProcurement Portal at https://procurement.opengov.com/portal/meridenct. Contact Susan Martel, City of Meriden Purchasing Department, at 203-630-4115, smartel@meridenct.gov, or 142 East Main Street, Room 210, Meriden, Connecticut 06450.
