About this opportunity

The City of Charlotte, North Carolina is requesting proposals for median maintenance services across five districts (East C, North A, North B, South B, and South E) for Fiscal Year 2027, with proposals due September 25, 2026 at 3:00 p.m. through the City's Bonfire e-Procurement Portal. Contractors may bid on any or all districts, and the City reserves the right to award contracts to multiple contractors. The City has established a goal waiver for Small Business Enterprise (SBE) participation but strongly encourages SBE participation whenever possible.

The scope encompasses turf maintenance, ornamental tree and shrub pruning, perennial care, mulch and riprap maintenance, concrete divider upkeep, weed control, debris removal, and pest management on a bi-weekly service-cycle basis across multiple median locations within each district. Contractors must maintain at least one full-time employee with required landscape contractor and pesticide application licenses throughout the contract term and must possess appropriate equipment including trucks, mowing equipment, string trimmers, blowers, and pesticide sprayers. All contractors must be registered and in good standing with the North Carolina Secretary of State at bid submission. Contract services commence March 1, 2027.

Pricing is calculated using each contractor's itemized unit price per bi-weekly cycle and subject to deductions for unsatisfactory performance ratings. The City conducts bi-weekly inspections using standardized rating sheets; unsatisfactory ratings result in payment deductions for that service cycle. Contractors are responsible for all property and plant damage including replacement costs and must comply with North Carolina landscape construction standards, traffic control requirements, and environmental regulations regarding stormwater protection. All contractors must register with the City's vendor registration system and submit payment records detailing subcontractor and supplier expenditures into the InclusionCLT system.

A non-mandatory pre-proposal conference is scheduled for September 16, 2026 at 9:00 a.m. via Microsoft Teams. Written questions are due September 10, 2026 at 3:00 p.m. for discussion at the conference, or by September 18, 2026 at 3:00 p.m. following the conference. The contract award will be submitted to City Council for final approval following evaluation.
