About this opportunity

The Michigan Department of Health and Human Services (MDHHS), through the Department of Technology, Management and Budget (DTMB), is requesting proposals for MiConnect Maintenance & Support Services under RFP 260000002346, with proposals due September 4, 2026 at 3:00 p.m. Eastern and anticipated contract start May 3, 2027.

The scope is managed technical services for MiConnect, a Salesforce-based case management application operated within a Salesforce/AWS environment. The contractor must provide a dedicated team of IT professionals for ongoing maintenance, support, and operations under DTMB direction. The environment consists of two production Salesforce organizations with sandboxes, approximately 40 percent declarative configuration and 60 percent custom code (Apex, Lightning Web Components, integrations, and AWS services). The State will retain DTMB administration of org-wide security and licensing; detailed licensing counts, component inventories, AWS architecture, support metrics, and knowledge-transfer artifacts will be provided upon award. The annual capacity is 137,676 billable hours, encompassing production support, enhancements, Salesforce seasonal release testing, and knowledge transfer.

Key personnel required include a Contractor Project Manager, Contractor Security Officer, Administrative Executive & Engagement Leadership, Production Technical Lead Support Manager, Developer/Scrum Lead Support Manager, Test Lead Support Manager, and Solution/Business Requirement Lead Support Manager, each with specified experience, education, and certification requirements. Key personnel FTE allocations in proposals represent minimum dedicated allocations.

Evaluation weights: Vendor Question Worksheet (6 points), experience (25 points), resume templates (24 points), Statement of Work staffing plan (25 points), Statement of Work excluding staffing plan (10 points), and Transition In/Out Plan (10 points), totaling 100 points. Pricing on Schedule B is evaluated only for proposals scoring 80 or more points on technical criteria. Price increases are permitted during five option years but are not subject to a CPI cap. The incumbent contractor is identified in current contract MA071B5500113C. Questions were due July 31, 2026. Proposals must be submitted electronically through SIGMA VSS in modifiable native format, with file size limited to 6 MB per document.
