About this opportunity
The Finger Lakes Developmental Services Office (DDSO), part of the New York State Office for People with Developmental Disabilities (OPWDD), is soliciting bids for furniture purchase, delivery, and installation at the MDC ITO facility in Rochester, New York, with bids due July 22, 2026 at 8:00 p.m., contingent on mandatory attendance at a site visit on July 14, 2026 at 10:00 a.m. Bids will not be accepted from vendors who do not attend the site visit in their entirety or who arrive late, and the vendor must remain in full attendance throughout. This is a New York State Article 8 public works project requiring prevailing wage compliance.
Bidders must be manufacturers or distributors listed on New York State Office of General Services Contract Award 23295 and must price items in accordance with the OGS contract's not-to-exceed rates unless otherwise indicated. All contractors and subcontractors must register with the New York State Department of Labor under Labor Law Section 220-i, provide a valid NYSDOL registration number and Certificate of Registration at bid submission, and maintain workers' compensation and liability insurance with minimum limits of $1 million per person and $2 million aggregate (OPWDD named as additional insured). Failure to provide valid registration documentation will result in bid disqualification. NYSDOL estimates three to four weeks for processing registration applications.
The scope encompasses three bid packages: living quarters furniture (bed frames, nightstands, dressers, lounge chairs, bench seating, and dining furniture); office space furniture (workstations, task chairs, desks, and guest seating); and miscellaneous items (breakroom, training, and conference furniture). All seating must meet ANSI/BIFMA and CAL117 compliance, with Greenguard Gold Certification required. Bedroom furniture installation requires security-type sealant where applicable, and the vendor must provide a project manager and coordinate with on-site contacts. Proposals must include turnkey solutions with inside delivery, assembly, and packaging disposal. The vendor must secure storage at no cost for up to 60 days; storage beyond that is subject to negotiated fees. Installation is planned to begin November 16, 2026, with completion by December 28, 2026, and final punch list on January 5, 2027.
Written questions are due July 16, 2026. Quotes must remain binding for 90 business days from the response issuance date. Contract award is expected August 15, 2026. Contact Franchesca Sagen at 585-258-4744 or FL.Purchasing@opwdd.ny.gov to request the RFQ and for inquiries.
