About this opportunity

Miami-Dade Aviation Department (MDAD) is requesting price quotations for mechanical contractors to perform on-call emergency and priority maintenance work across five Miami-Dade aviation facilities in an 18-month work order-based program, with sealed bids due August 26, 2026 at 2:00 p.m. and a mandatory pre-bid Microsoft Teams meeting on August 12 at 10:00 a.m. Two contractors for the mechanical trade will be selected, each with a maximum contract value of $200,000; a single proposer may submit one response that applies to all mechanical RPQs unless affirmatively indicating otherwise.

Scope covers on-call services and emergency/priority maintenance at Miami International Airport (MIA), Miami-Opa Locka Executive Airport (OPF), Miami Executive Airport (TMB), Miami Homestead General Aviation Airport (X51), and Dade-Collier Training and Transition Airport (TNT). Contractors must respond to emergency calls within two hours, 24 hours daily, seven days weekly. Work is authorized through individual work orders with no guarantee of the full contract amount being issued. All work carries a 540-calendar-day completion window from the anticipated project start of October 19, 2026.

Contractors must hold a valid Florida mechanical license and demonstrate a minimum of five years' experience in their trade, supported by references MDAD will verify. A minimum average performance evaluation score of 3.0 in Miami-Dade's Capital Improvements Information System is required. Commercial general liability insurance of at least $300,000 per occurrence and $5 million combined single limit is mandatory for airport airside work. No payment and performance bond is required. Contractors must comply with E-Verify employment verification and obtain all necessary permits, with MDAD reimbursing permit costs. Specific reimbursable costs include MDAD identification badges, background checks, fingerprinting, airside driver training, vehicle decals, and parking fees. Liquidated damages are assessed at $75 per day for non-compliance. No Davis-Bacon wages, apprenticeship requirements, or DBE/SBE set-asides apply. Payment is made through monthly progress payments, with the Inspector General charging one quarter of one percent of progress payments.

Opportunity text

The Miami-Dade Aviation Department (MDAD) is interested in qualified contractors willing to perform critical on-call services and emergency/priority maintenance work at MDADs facilities in a work order- based program. The parameters of this work order-based are as follows: 1. This work order- based program for MDAD emergency/priority work shall be established for a period of 18 months. At the end of the 18 months, MDAD shall evaluate the results of the program and, if the results merit, shall re-advertise this solicitation to increase competition. 2. Two (2) contractors for Mechanical trade with a corresponding maximum contract value of $200,000 shall be selected to participate in this work order based program. Selection of contractors shall be made by MDAD and shall be based on competitive unit prices (including contractor mark-up), qualifications, experience, past performance, availability and capacity. Two (2) Requests-for-Price Quotation (RPQs) shall be advertised for Mechanical trade. A proposal submitted for one RPQ shall be deemed to be a proposal submitted on all RPQs for Mechanical trade, unless the proposer affirmatively indicates with its response that it is only submitting a response on the single RPQ. In order to increase opportunities for Construction firms and to provide flexibility for MDAD, prospective contractors shall only be granted one award in any specific trade. However, prospective contractors may be awarded contracts in different trades, whether or not such contractor has been awarded a contract under any other trade classification, if they possess the required valid license to perform work in those different trades.
