About this opportunity
Miami-Dade Aviation Department is requesting price quotations for on-call emergency and priority HVAC maintenance services at five county aviation facilities under a work order-based program, with sealed bids due August 19, 2026 at 2:00 p.m. Two contractors will be selected in the Air Conditioning Unlimited trade classification, each with a maximum contract value of $200,000 over 18 months.
Contractors must hold valid Florida Air Conditioning Unlimited licenses and demonstrate a minimum of five years' trade experience. Selected contractors must maintain 24/7 availability, respond to emergency calls within two hours of initial contact, and possess appropriate equipment and materials. Performance will be evaluated on competitive unit prices including contractor markup, qualifications, past performance, and capacity; MDAD may negotiate prices prior to award and will select the lowest responsible bidder. Contractors must achieve a minimum average performance evaluation score of 3.0 in the Capital Improvements Information System and comply with MCC 7360 contract terms, applicable federal and state law, and Clean Air Act Section 608 requirements for ozone-depleting substances.
Place of performance includes Miami International Airport, Miami-Opa Locka Executive Airport, Miami Executive Airport, Miami Homestead General Aviation Airport, and Dade-Collier Training and Transition Airport. No payment and performance bond is required due to the $200,000 maximum contract value, but contractors must maintain commercial general liability insurance of at least $300,000 per occurrence and $600,000 aggregate, plus automobile liability of $5 million for airside activities at Miami International Airport and $1 million at other airports. Security credentials including CBP seals and airside vehicle registration are mandatory; badging, fingerprinting, and training costs are reimbursable. The contract term runs 540 calendar days from an anticipated October 12, 2026 start date. Liquidated damages are assessed at $75 per day for non-performance. A mandatory pre-bid Microsoft Teams meeting is scheduled for August 5, 2026 at 10:00 a.m. MDAD does not guarantee that the full contract maximum will be issued.
Opportunity text
The Miami-Dade Aviation Department (MDAD) is interested in qualified contractors willing to perform critical on-call services and emergency/priority maintenance work at MDADs facilities in a work order- based program. The parameters of this work order-based are as follows: 1. This work order- based program for MDAD emergency/priority work shall be established for a period of 18 months. At the end of the 18 months, MDAD shall evaluate the results of the program and, if the results merit, shall re-advertise this solicitation to increase competition. 2. Two (2) contractors for Air Conditioning Unlimited trade with a corresponding maximum contract value of $200,000 shall be selected to participate in this work order based program. Selection of contractors shall be made by MDAD and shall be based on competitive unit prices (including contractor mark-up), qualifications, experience, past performance, availability and capacity. Two (2) Requests-for-Price Quotation (RPQs) shall be advertised for Air Conditioning Unlimited trade. A proposal submitted for one RPQ shall be deemed to be a proposal submitted on all RPQs for Air Conditioning Unlimited trade, unless the proposer affirmatively indicates with its response that it is only submitting a response on the single RPQ. In order to increase opportunities for Construction firms and to provide flexibility for MDAD, prospective contractors shall only be granted one award in any specific trade. However, prospective contractors may be awarded contracts in different trades, whether or not such contractor has been awarded a contract under any other trade classification, if they possess the required valid license to perform work in those different trades. 3. The maximum contract value for this RPQ is $200,000 therefore contractors shall not be required to provide a Payment and Performance Bond. 4. The Aviation Department (MDAD) does not guarantee that the full amount of the contract will be issued to the awarded bidder. All work will be authorized as needed via Work Orders. The actual amount of the assigned Work Orders will be at the sole discretion of the MDAD. Work Order amounts will depend on the Department's needs. The total combined cost for all Work Order(s) shall not exceed the contract award amount. 5. Since a Microsoft Teams meeting does not require a physical presence, social distancing practices for COVID-19 are being adhered to. Bidders are still required/responsible for participating in the MANDATORY Microsoft Teams meeting. Failure to participate in the MANDATORY Microsoft Teams meeting shall result in the corresponding contractor/company being considered non-responsive. Contractors are extremely encouraged to join 5 minutes before the scheduled meeting time for a roll call. Late arrivals to the Microsoft Teams meeting shall result in the contractor/company being considered non-responsive.
