About this opportunity

Escambia County is requesting competitive bids for storefront window replacement at two downtown county buildings in Pensacola under ITB with bids due October 6, 2026 at 10:00 a.m., and a non-mandatory pre-bid meeting held September 23, 2026.

The scope covers replacement of east-facing second-floor window glazing at the Matt Bell Building (Tax Collector's Office) and the Ordon's/Orvis Building (Supervisor of Elections), both at 213 Palafox Place. The Matt Bell Building requires six storefront glass panels (approximately 2'9" wide × 5'4" high each); the Ordon's/Orvis Building requires eight panels (three rectangular panels approximately 3'3" wide × 6'4" high and five arched panels approximately 3'9" wide with 6-inch arch rise). All replacement glazing must be tempered, dual-pane, low-emissivity glass compatible with existing frames, with preference for exterior installation. The contractor is encouraged to preserve existing frames to the greatest extent practicable; any frame replacement requires prior written County approval.

Substantial completion must occur within 60 consecutive calendar days from Notice to Proceed, with an additional 30 days allowed for final completion, excluding weather delays. Liquidated damages are $1,318.00 per calendar day for delays beyond the completion deadline. Bidders must submit lump-sum pricing with all costs broken down and disclosed through the electronic procurement portal. Bid surety of 5% of total bid price is required as a bid bond, cashier's check, or certified check. The successful bidder must furnish Performance and Payment bonds at 100% of award value and maintain comprehensive insurance including workers' compensation at statutory limits, general liability with minimum $1 million per occurrence and $2 million annual aggregate, and business auto liability with minimum $1 million per occurrence. All contractors must hold an active Florida general contractor license, provide manufacturer warranties and two-year workmanship warranties, and maintain products liability and completed operations coverage for three years post-completion. Questions are due September 30, 2026.
