About this opportunity
The California Military Department is seeking a contractor for the Mather Door Hardware Replacement project located at Mather Armory in Mather, California, spanning Sacramento County, Sacramento City, and West Sacramento City. The procurement is an Invitation for Bid (IFB) requiring a qualified contractor to furnish labor, equipment, materials, and services to install new door hardware, including locks, handles, and exit device panic bars on the armory's front doors. A mandatory pre-bid job walk is scheduled for January 15, 2026, at 10:00 AM, and attendance is required for bid eligibility. Prospective bidders must possess a California Contractors State License Board license in C-28, D-16, or D-28 categories and must self-perform at least 20% of the total work value. All questions must be submitted to Joy Lubic via email by January 20, 2026, at 4:00 PM, with bid submissions due by January 29, 2026, at 2:00 PM. The project requires installing vertical rods, exit device panic bars, handles with exterior key locks accepting BEST WB cores, and includes testing door functionality and site cleanup.
The contract offers preferences for Small Businesses (5%) and Disabled Veteran's Business Enterprises (5%), with award going to the lowest responsive bid from a qualified, responsible bidder. Bid bonds of at least 10% are required for bids exceeding $25,000, with performance and payment bonds of 100% necessary for contracts over $10,000 and $25,000 respectively. Insurance requirements include $1,000,000 commercial general liability per occurrence, $2,000,000 aggregate liability, $1,000,000 automobile liability, and statutory workers' compensation coverage. The contractor must comply with prevailing wage rates and the Buy Clean California Act's Global Warming Potential limits for eligible materials. Contractors have 180 calendar days from the Notice to Proceed to complete the project, with an estimated start date in February 2026. While no specific contract value is stated in the IFB packet, the comprehensive requirements suggest a substantial infrastructure improvement project focused on enhancing security and functionality of the Mather Armory's entrance.
