About this opportunity
The University of Massachusetts is requesting proposals for a Master Data Management platform to modernize enterprise identity mastering capabilities across the UMass system, with proposals due September 23, 2026 at 2:00 PM EDT under RFP UMass-2027-1124. The University operates six units — five campuses (Amherst, Boston, Dartmouth, Lowell, Worcester) and the President's Office in Central Administration.
Diverse-owned businesses and organizations demonstrating alignment with Diversity, Equity, Inclusion, and Accessibility (DEIA) values will be considered favorably as part of the University's supplier diversity initiative; this is a preference, not a set-aside or eligibility restriction.
The scope calls for a Master Data Management platform and associated services to modernize enterprise identity mastering. The University has established non-negotiable contractual terms including indemnification, choice of law (Massachusetts), confidentiality and privacy compliance, and PCI compliance requirements detailed in Attachment A (Appendix 1). Respondents must accept the UMass Purchase Order Terms and Conditions and Master Services Agreement without modification or face proposal rejection.
Pricing must be submitted as a firm fixed fee with separate pricing for each task in the scope of services. Payment terms are net 45 days from invoice receipt. Contractors must provide professional liability insurance and comply with state tax, employment security, and workers' compensation requirements.
All proposals must be submitted electronically through the Jaggaer BuyWays Event Portal; hard copies will not be accepted. Selected firms should be prepared to present proposals within three weeks of the bid response deadline. The University reserves the right to conduct multi-stage procurement processes including Best and Final Offers and reverse auctions at its discretion. Awards are contingent upon execution of a bilateral contract acceptable to the University. All proposals are subject to Massachusetts public records laws. The University reserves the right to reject any or all proposals and may award only for specific tasks deemed in its best interest.
