About this opportunity
The Maryland State Department of Education is requesting proposals from Master Contractors under a Purchase Order Request for Proposal (PORFP) for Informatica modernization software, installation, training, and manufacturer maintenance, with proposals due October 1, 2026 at 2:00 PM. Eligibility is strictly limited to Master Contractors awarded a contract under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021) — this is a secondary competition vehicle with no open bidding.
The scope addresses modernization of the Education Data Warehouse (EDW) and Report Card databases, migrating from legacy Informatica PowerCenter (which loses support after March 2027) to a cloud environment while preserving all existing workflows. The solicitation seeks COTS software, installation and training services, and manufacturer's software maintenance. Proposed products include Modernized Premium Success Maintenance, Long Term Support for Modernization for On Premise Maintenance, Intelligent Data Management Cloud services (1,908 units at per-consecutive-month pricing for one year), Cloud Assurance Package, PowerCenter Cloud Edition services with overage protection, Premium Success for Annual Subscription, and PowerCenter Cloud Edition Tier 1 Starter Pack. Contractors must be authorized Informatica resellers and furnish manufacturer authorization letters upon request. All software must be virus-free; SaaS products are subject to the terms in Attachment Y (Data Use Agreement). Contractors must provide all applicable software licensing agreements, end-user license agreements, enterprise license agreements, and acceptable use policies.
Place of performance is the Maryland State Department of Education, 200 West Baltimore Street, Baltimore, Maryland 21201. Pricing must be fixed and valid for at least 90 days following the due date. Contractors must include manufacturer's suggested retail price (MSRP) screenshots with proposals and furnish itemized invoicing through eMMA (eMaryland Marketplace Advantage). One-time pricing items are billed within 30 days of acceptance; annual pricing items are billed on the anniversary of the first invoice.
