About this opportunity

The San Francisco Public Utilities Commission is requesting qualifications from contractors for a Master As-Needed agreement on Peninsula and San Francisco Watershed improvements, with responses due October 14, 2026 at 2:00 p.m. A Local Business Enterprise (LBE) subcontracting requirement of 20 percent applies and can only be met with CMD-certified San Francisco Micro-LBEs, Small-LBEs, and/or PUC-LBEs—a decision-flipping constraint on subcontractor composition.

Scope encompasses installation and repair of culverts, rural roads, fencing, stock ponds, small bridges, earthwork, trails, retaining walls, and slope stabilization across various locations in the Peninsula and San Francisco Watersheds, other SFPUC properties, and along rights of way in San Mateo and San Francisco Counties. Contractors must hold a Class "A" California Contractor's License; all subcontractors must carry appropriate active licenses for their respective work. The awardee may need to secure access to Professional Engineers licensed in California and specialty subcontractors during performance, with potential subcontracting opportunities in trucking/hauling and earthwork/paving.

The estimated contract value is $10 million as a five-year Master Agreement. Bid discounts and rating bonuses may be applied per San Francisco Administrative Code Chapter 14B. A pre-qualification and contractor networking conference is scheduled for September 23, 2026 at 11:00 a.m. via Zoom (Meeting ID: 830 7885 0680, Passcode: 725294) with optional attendance. Questions regarding LBE requirements should be directed to Adriana Duran at 415-554-0633 or Adriana.duran@sfgov.org.
