About this opportunity

Fayetteville State University is requesting proposals for a market demand and construction cost feasibility study for a potential farmers market facility (FSU Bronco Market) under RFP 58-RFP260008, with proposals due July 28, 2026 at 11:00 a.m. ET and public bid opening via Microsoft Teams at 11:30 a.m. ET the same day.

The scope covers five consolidated tasks: kickoff and baseline review; market demand assessment; site criteria and feasibility constraints; facility program and phasing with construction cost estimates; and operating implications with recommendations. The study is not intended to produce final architectural or engineering design services, construction documents, or site, operator, or contractor selection. The University seeks objective analysis to determine whether the concept should advance, what scale is supportable, the likely capital cost range, and whether a phased approach is advisable. Deliverables include a final feasibility study report, executive summary, comparable market analysis, site criteria matrix, capital cost estimates, editable Excel cost models, and presentation materials in Microsoft Office and PDF formats.

The contract term is one year from execution, with an anticipated study period of approximately 10 to 14 weeks from notice to proceed. Vendors must provide a lump-sum or not-to-exceed base fee and separate pricing for optional alternates: farmer and vendor surveys, public engagement sessions, food hall demand scans, event rental demand scans, funding scans, and candidate site test fits.

The University uses a best value procurement method with evaluation criteria in descending order of importance: vendor technical approach, vendor qualifications, vendor experience and references, and pricing. Vendors must be registered with the North Carolina Secretary of State and the eVP system. Written questions are due July 20, 2026 at 5:00 p.m. ET. Proposals are submitted electronically via Bonfire at https://uncfsu.bonfirehub.com/portal/?tab=openOpportunities.

Opportunity text

Fayetteville State University ("FSU" or the "University") is soliciting proposals from qualified firms or consultant teams to conduct an independent market demand and construction cost feasibility study for a potential farmers market facility tentatively referred to as the FSU Bronco Market. The University is not presuming a specific site, final facility program, ownership model, operator, or construction phase. The study should provide objective, decision-useful analysis that helps determine whether the concept should advance, what scale is supportable, what the likely capital cost range would be, and whether a phased approach is advisable.
