About this opportunity

Fayetteville State University is requesting proposals for an independent market demand and construction cost feasibility study for a potential farmers market facility (FSU Bronco Market) under an RFP issued July 15, 2026, with proposals due July 28, 2026 at 11:00 AM ET via the Bonfire portal.

The University seeks objective analysis to determine whether the concept is viable, what facility scale demand supports, likely capital cost ranges, and whether phased development is advisable. The study makes no presumptions about site, final facility program, ownership model, operator, or construction phase. The study period is anticipated to last approximately 10 to 14 weeks from notice to proceed.

The procurement uses a best-value method, evaluating vendor technical approach, qualifications, experience with relevant projects completed within the last seven years, and pricing. Deliverables include a final feasibility study report, executive summary, market demand analysis, site criteria matrix, facility program recommendations, phasing strategy, capital cost estimates with an editable Excel cost model, operating implications summary, decision framework, and presentation slide deck. All deliverables must be in editable Microsoft Office format and PDF.

Pricing must include lump-sum or not-to-exceed fees for the base scope with task-level detail, hourly rates, and reimbursable expenses. Six optional alternates are separately priced: farmer/vendor survey, public engagement session, food hall/incubator demand scan, event rental demand scan, funding scan, and candidate site test fits.

Vendors must be registered with the North Carolina Secretary of State and the Electronic Vendor Portal (eVP), provide at least three customer references, complete financial stability certification, and comply with North Carolina General Terms and Conditions. No e-procurement fee applies. The initial contract term is one year from effective date of final contract execution. Written questions were due July 20, 2026 at 5:00 PM ET; state responses were provided July 22, 2026. A virtual bid opening occurs July 28, 2026 at 11:30 AM ET via Microsoft Teams.

Opportunity text

Fayetteville State University ("FSU" or the "University") is soliciting proposals from qualified firms or consultant teams to conduct an independent market demand and construction cost feasibility study for a potential farmers market facility tentatively referred to as the FSU Bronco Market. The University is not presuming a specific site, final facility program, ownership model, operator, or construction phase. The study should provide objective, decision-useful analysis that helps determine whether the concept should advance, what scale is supportable, what the likely capital cost range would be, and whether a phased approach is advisable.
