About this opportunity

The City of Jacksonville, Florida's Department of Parks, Recreation, Natural and Marine Resources is requesting proposals for Marina and Waterways Professional Management Services under informal RFP 18044-26, with responses due August 12, 2026 at 4:00 p.m. Eastern. A mandatory pre-bid conference was held July 29, 2026 via Microsoft Teams.

A local-business preference of 5 points applies to vendors with business addresses in Duval, St. Johns, Clay, or Nassau County.

The contractor will provide professional coordination and management services for the City's marinas, docks, bulkheads, and boat ramps, including security and public-safety oversight at water-access sites; facility construction, repair, maintenance, and permitting; marina reservations and public-use coordination; and coordination of city-sponsored water-based activities such as water taxi and boat parades. Weekly reporting on planned events, marina reservations, maintenance needs, and waterway-related issues is required.

Mandatory minimum qualifications include current proof of all applicable business licenses, ability to maintain required liability insurance, a minimum United States Coast Guard 100-ton Master Captain license, valid Florida Driver's License, and completion of ICS-300 Incident Command System training. The contractor must comply with all applicable federal, state, and local laws and maintain required insurance with the City as additional insured.

The contract price for the first period is $81,900, paid semi-monthly, with prices subject to annual renegotiation for each renewal option year. The initial term is three years with two one-year renewal options, subject to mutual approval. The City will provide office space, operating equipment, supplies, and a City-employed Marina and Waterway Assistant plus seasonal event staff.

Evaluation is weighted as follows: personal experience and credentials (30 points), familiarity with state and federal waterway laws and programs (20 points), reporting competence (25 points), maintenance approach with annual budget commitment (20 points), and local-business preference (5 points). Award goes to the highest-ranked responsive and responsible bidder. All responses become property of the City and are subject to Florida public records law.
