About this opportunity

The City of Jacksonville Parks, Recreation, Natural and Marine Resources Division is requesting proposals for professional management services of the city's marinas, docks, bulkheads, and boat ramps under an informal RFP, with proposals due August 12, 2026, and a mandatory pre-bid conference scheduled for July 29, 2026.

Mandatory minimum requirements include a current U.S. Coast Guard 100-ton Master Captain license, valid Florida Driver's License, proof of ICS-300 Incident Command System training, all required business licenses, and the ability to obtain and maintain liability insurance. The contractor must be available 24 hours per day, 7 days per week and provide a minimum of 40 hours of service per week.

The scope encompasses coordinating security, public safety, funding, construction, maintenance, and permitting of Jacksonville's waterway access facilities, managing water-based special events, and providing customer service support on boating issues to the public and city agencies. The City will provide office space, equipment, supplies, a City-employed Marina and Waterway Assistant, and seasonal event staff.

The initial contract compensation is $81,900 to be paid semi-monthly. The contract term is three years with two one-year renewal options, subject to approval by both parties and with contract price subject to renegotiation annually for additional option years.

Evaluation criteria are personal experience (30 points), familiarity with state and federal waterway laws and programs (20 points), reporting competence (25 points), maintenance approach and minimum annual maintenance budget commitment (20 points), and local business preference (5 points). Contractor responses must include detailed proof of minimum requirements, statement of qualifications, business references, financial information, insurance certificates, and a comprehensive proposal addressing all evaluation criteria. Questions are due August 5, 2026.
