About this opportunity
The Missouri Department of Elementary and Secondary Education is soliciting bids for physical therapy services at Maple Valley State School for the Severely Disabled on a blanket purchase agreement basis, with bids due October 9, 2026 at 3:00 p.m. Central Time. All therapists must be Missouri-licensed physical therapists registered with the Family Care Safety Registry, cleared by FBI fingerprint background check, and carry liability insurance naming the State of Missouri as additional insured.
The scope is direct and consultation therapy services delivered to students with severe disabilities ages 5–21 as specified in individual education programs during the regular school day, Monday through Friday, 9:00 a.m. to 3:00 p.m., at the Maple Valley State School location. The state estimates 36.5 units per week, where each unit equals 30 minutes of service. Therapists must enroll as performing providers with MO HealthNet Division; any MO HealthNet reimbursements become the property of MSSD. The state compensates only for direct therapy units and approved consultation services; travel time, mileage, record review, data entry, training materials preparation, and incidental administrative costs are not reimbursable. The contractor accepts payment from MSSD as full compensation and may not seek reimbursement from other sources.
The contract period runs August 1, 2026, through July 31, 2027, with renewal options for two additional one-year periods at the state's sole discretion. Pricing must be firm and fixed on Exhibit C of the IFB, submitted through the MOVERS platform. Payment terms are immediate with FOB freight terms. Evaluation uses a multiattribute scoring method. The state reserves the right to terminate for convenience on thirty days' notice or immediately for material breach, abuse, or noncompliance. Records must be retained for ten years post-contract expiration. Questions should be directed to DESE.MSSDbusinessservices@dese.mo.gov or procurement contact David Percival at DAVID.PERCIVAL@DESE.MO.GOV.
