About this opportunity

The West Ada School District (WASD), the largest school district in Idaho serving 40,000 students across 58 school sites in Ada and Canyon Counties, is seeking proposals for Managed Internal Broadband Services (MIBS) for Funding Year 2025-2026 using the OETC-22B-Networking Contract. The district is specifically procuring Wyebot Wireless Intelligent Platform Sensors (Part number L-1005-N0) with a 5-Year Service License, or equivalent products to support its internal broadband infrastructure. Proposers must have a valid USAC Service Provider Identification Number (SPIN) and comply with E-Rate program rules. The evaluation will be conducted using a 100-point scoring system, with 30 points for pricing, 25 points for solution specifications, 20 points for vendor qualifications, 15 points for prior experience of similar scope, and 10 points for experience with educational entities. Proposals are due by December 8, 2025, at 10:00 AM Mountain Daylight Time, with a virtual public bid opening and a board recommendation scheduled for January 12, 2026. The initial contract term will run from July 1, 2026, to June 30, 2027.

The procurement opportunity has several specific requirements and restrictions for potential vendors. The district will prefer vendors with local solutions engineers and an office in the Treasure Valley, and all proposers must demonstrate device compatibility and ensure West Ada is registered as the device owner with the manufacturer. Vendors must comply with various legal requirements, including anti-discrimination laws, providing a drug-free workplace, and restrictions on employing registered sex offenders. Contractors must also verify they are not engaged in boycotts of goods or services from Israel and are not owned or operated by the Chinese government. While no specific contract value is explicitly stated, the comprehensive nature of the procurement covering 58 school sites suggests a significant potential award. Proposals must include annual quotations, and the lowest-cost proposal meeting all technical requirements will receive the full 30 cost points, with other proposals scored proportionally. The district reserves the right to reject any or all proposals and select the bid deemed most advantageous.
