About this opportunity
The Port of Seattle is soliciting proposals for consulting services to prepare a 30-percent design document (bridging document) for the Main Terminal Improvement Program Emergency Power project, with proposals due August 6, 2026 at 12:00 PM PT. The winning bidder will be excluded from competing for the subsequent design-build portion of the project in all aspects — a decision-flipping constraint that eliminates the possibility of follow-on work.
The scope covers National Electrical Code Articles 700, 701, and 702 emergency power distribution to the Main Terminal, C Concourse Expansion, South Concourse Evolution, and Parking Garages at Seattle-Tacoma International Airport. The deliverable is a 30-percent design document addressing generator location finalization, transmission routing from generators to switchgear rooms, concourse transmission design, equipment selection (including exploration of zero-carbon generator options), and phasing strategies that maintain continuous emergency power during construction.
The estimated contract value is not to exceed $3.348 million for the full contract duration with an initial performance period of two years. The Port promotes equitable participation through its Diversity in Contracting Program with an aspirational goal of 15% diverse business participation.
Evaluation criteria prioritize specialized experience and technical competence of key individuals (rated most important), followed by project approach, diversity in contracting inclusion plan, and interview performance for shortlisted firms. A pre-proposal presentation will be held July 16, 2026 at 9:00 AM PT via Microsoft Teams. Questions must be submitted by July 20, 2026 at 12:00 PM PT. Shortlist notifications will occur the week of August 17, 2026, with interviews scheduled for August 20–21, 2026. The Port anticipates issuing a Notice of Selection the week of August 24, 2026. Proposals must be submitted electronically as searchable PDFs with the proposal body limited to eight pages plus required exhibits and resumes.
