Portland Borough reserves the right to reject any or all bids and to reduce project scope based on funding availability. While specific budget parameters are not explicitly stated in the available materials, the project scope and Commonwealth funding indicate a substantial municipal infrastructure investment; interested bidders should consult the detailed bid documents available at https://pennbid.bonfirehub.com for complete cost breakdowns and specific budget information.
