About this opportunity

Los Angeles County Department of Public Works is requesting sealed bids for the Magic Johnson Park Make Ready and Parking Project at 12416 Avalon Boulevard, Los Angeles, with bids due July 27, 2026 at 10:00 a.m., and a mandatory pre-bid conference and site visit on July 1, 2026 at 10:00 a.m. A 25% Community Business Enterprise (CBE) participation goal applies; bidders not meeting this goal must document good faith efforts to utilize CBEs. Preference is given to certified Local Small Business Enterprises (LSBE).

The scope encompasses site clearing, grading, excavation, utility work, asphalt concrete paving, site concrete work, electrical installation for parking lot LED lighting, landscape irrigation and planting, and utility distribution systems. Successful bidders must hold a valid California Contractors' State License Board license classification of "A" or "B" and be registered with the Department of Industrial Relations.

The project is subject to the Countywide Community Workforce Agreement, prevailing wage requirements, and the Local and Targeted Worker Hire Program, which mandates that at least 30 percent of total California construction labor hours be performed by qualified local residents and at least 10 percent by county residents classified as targeted workers. A Jobs Coordinator must be hired directly by the contractor prior to work commencement. Bidders must submit a bid security equal to 10 percent of their bid price in the form of cash, certified check, cashier's check, or bid bond issued by a California-admitted surety.

Within ten calendar days of receiving the Notice to Proceed, the successful bidder must submit a Detailed Network Construction Schedule, Schedule of Values, Storm Water Pollution Prevention Plan, and list of submittals under a consultant services agreement with $5,000 compensation deducted from the construction contract base bid. Contract award goes to the responsive and responsible bidder with the lowest bid price. Sealed bids are submitted electronically through BidExpress at www.bidexpress.com, with public bid opening and declaration at 2:00 p.m. on July 27 via online webcast.
