About this opportunity

The Maryland Department of Health is requesting proposals for the annual renewal of Lexmark Software Licensing and Maintenance under PORFP M00P7600426, with proposals due July 30, 2026 at 3:00 PM local time and questions due July 27, 2026 at 5:00 PM EST. This procurement is restricted exclusively to Master Contractors previously awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021), a decision-flipping eligibility gate.

The scope covers 228 licenses each for Lexmark eSF (Embedded Solutions Framework) Apps and Lexmark SMSA (Software Maintenance and Support Agreement) Print Release on LDD, with work performed at Maryland Department of Health, 201 W. Preston Street, Baltimore, Maryland. The contract term runs from July 31, 2026 through July 30, 2027 (twelve months), covering manufacturer's software warranty and maintenance. The procurement encompasses three functional areas: COTS Software (FA I), Installation and Training Services (FA II), and Manufacturer's Software Warranty and Maintenance (FA III). Installation and Training Services (FA II) are capped at a maximum of 49 percent of total PORFP value.

All bidders must be authorized Lexmark resellers and submit valid Letters of Authorization from the manufacturer or distributor. Pricing must remain valid for at least 90 days post-proposal due date. Bidders must include estimated shipping dates, lead times, and all required licensing agreements and terms and conditions for State review and approval. Award will be made to the responsive and responsible bidder offering the most advantageous offer based on conformance to specifications, lowest certified bid price, and submission of Manufacturer's Suggested Retail Price documentation. This procurement is not designated as a Small Business Reserve.
