About this opportunity

The Pennsylvania Department of Transportation is soliciting bids for slide-in lube units to be installed in existing Department shop trucks, with proposals due September 14, 2026. The procurement spans Dauphin County and Harveys Lake Borough jurisdictions.

Each lube unit shall be a self-contained service utility body equipped with four 60-gallon storage tanks, complete pumping, line, fitting, and reel systems for dispensing and storing oils, waste oil, and anti-freeze. The unit must include a dedicated grease system with all necessary pumping and distribution components. The lube unit must operate in all weather environments without allowing infiltration into storage tanks and must be capable of operation from the central air supply of an existing air compressor on the Department shop truck.

All bidders must execute and submit the Worker Protection and Investment Certification Form (BOP-2201) certifying compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, Construction Workplace Misclassification Act, Prevailing Wage Act, and all applicable state labor and workforce safety laws. False certification carries penalties including contract termination and a three-year period of ineligibility to bid on future Commonwealth contracts. Bidders may schedule site visits to inspect vehicles in PennDOT's current inventory by contacting the Fleet Management Division at (717) 783-2371, with travel costs borne by the bidder. All vehicles must be delivered to PennDOT's Fleet Management Division in Harrisburg between 7:00 AM and 2:30 PM on working days, accompanied by manufacturer's statements of origin, detailed invoices, title forms, operator manuals in paper and electronic formats, and all warranty information. The successful bidder must provide ongoing service bulletins and technical letters from manufacturers and assume responsibility for warranty repairs performed either at their facility or at PennDOT county maintenance locations.
