About this opportunity
Harris County Water Control and Improvement District No. 133 is soliciting bids for Lift Station No. 1 rehabilitation in Harris County and Houston, Texas, with bids due October 2, 2026 at 9:30 a.m. local time via teleconference.
The scope encompasses recoating the wet well interior, replacing riser piping and header piping, installing a bypass tee and plug valve, replacing three submersible pumps (720 GPM, 10 HP each), converting from a valve vault to a valve pad, and bypass pumping operations. The bid set includes 12 base rehabilitation items, 1 miscellaneous item for bonds, 7 extra work items to be used only as directed by the engineer, and 1 alternate bid item for stainless steel riser piping. Work must be completed within a specified number of calendar days after receiving written notice to proceed.
Bidders must submit a certified or cashier's check or bid bond from a Texas-licensed surety equal to 5% of the bid amount. The successful bidder must furnish separate performance and payment bonds, each equal to 100% of the contract price, from a Texas-licensed surety company. All bidders must submit a Texas Ethics Commission Form 1295 with a certificate number prior to contract award, with the original signed and notarized form delivered physically within two business days of award.
Bid prices must include applicable sales tax; the owner is a political subdivision exempt from Texas sales and use taxes and will provide tax exemption certification, requiring the contractor and all subcontractors to pass cost savings to the owner. Extra work is paid under agreed unit prices, agreed lump sum, or actual field cost plus 15 percent if neither method is agreed upon before work commences.
A pre-bid teleconference is scheduled for September 25, 2026 at 9:30 a.m. local time. Questions must be submitted to the engineer no later than four full business days prior to bid opening. Contract documents are available at www.CivcastUSA.com at no cost. Teleconference access: (605) 313-5550, access code 3141507.
