About this opportunity
Public Health Trust of Miami-Dade County, operating as Jackson Health System, is requesting proposals for digital signage managed services comprising interior and exterior wayfinding, information, and marketing displays across multiple hospital and facility locations, with proposals due August 27, 2026 and a pre-proposal conference on August 4, 2026 at 3:00 PM via Zoom. A 10% Small Business Enterprise subcontracting goal applies, and local business preference consideration is allowed.
The scope includes managing a current fleet of approximately 400 AOpen media player units (model DE3450X-24BTW) distributed across Jackson Memorial Hospital, Jackson North Medical Center, Jackson South Medical Center, and other Jackson Health System facilities. The Trust retains responsibility for content development and management but will require contractor assistance on advanced projects such as animation. The contractor must maintain 99% system uptime, unit performance, and content management system performance rating, with monthly credit penalties applied for deficiencies. Unitary fee schedules for additional services at future locations must be provided.
The contract term is three years with two successive one-year renewal options at the Trust's sole discretion. The Trust may terminate for convenience upon thirty days' written notice. A living wage requirement of $17.94 per hour with qualifying health benefits or $21.91 per hour applies to covered services. A User Access Program deduction of 2% applies to all PHT purchases, and the Miami-Dade County Office of the Inspector General will assess 0.25% of contract payments for audit functions.
Evaluation criteria are experience and qualifications (30 points), technical business requirements (35 points), and price. Written questions are due August 6, 2026. Award is projected for November 2026.
