About this opportunity
The Loxahatchee River Environmental Control District is soliciting bids for low-pressure sewer system general construction services on an as-needed basis under ITB #26-004-00153, with bids due October 6, 2026 at 2:00 p.m. local time and a mandatory pre-bid conference on September 22, 2026 at 2:00 p.m. via Microsoft Teams. Bidders must hold State of Florida Underground Utility Contractor licensing and demonstrate a minimum of five years' experience in Palm Beach County and/or Martin County — the primary eligibility filter.
The scope encompasses installation of low-pressure force mains via directional drilling, direct burial, and pneumatic mole methods with pipe sizes up to 3 inches; coring and connecting to existing mains; manhole installations; and all associated labor, equipment, materials, permits, regulatory compliance, and erosion/sediment control. Work must comply with the Loxahatchee River District Manual of Minimum Construction Standards and Technical Specifications, OSHA requirements, and all applicable local, state, and Federal regulations.
The contract runs for an initial twelve-month term with four possible one-year renewal options contingent on mutual written agreement and board appropriation of funds. Pricing remains firm for the initial twelve-month period. On-call and emergency services utilize labor and equipment rates at a 1.5 multiplier; materials and subcontractor work are marked up at cost plus 15 percent. Unit pricing is based on lump-sum pricing for the first ten linear feet per project and per-linear-foot pricing for additional footage.
Bidders must maintain Commercial General Liability Insurance of at least $1 million per occurrence and Business Auto Liability with Pollution Liability Endorsements at $1 million per occurrence. OSHA safety compliance requires a Days Away, Restricted, Transferred rate of 1.6 or better and a Total Recordable Incident Rate of 2.8 or better, with submission of OSHA Form 300A records and health/safety programs. The District evaluates bids on cost, schedule compliance, past performance, and equipment quality, and reserves the right to award on a line-item basis or reject any or all bids.
