About this opportunity
The Pennsylvania Department of Revenue is soliciting a partnership with a Qualified Low-Income Tax Clinic to provide pro bono tax services and dispute resolution assistance to low-income Pennsylvania taxpayers with state tax issues, with proposals due July 31, 2026. Eligible applicants must be pre-existing low-income taxpayer clinics that have been awarded federal LITC grants for the same contract period and have not received prior Department funding during this contract period—a restrictive eligibility gate.
The Qualified LITC shall provide a full range of pro bono tax services, educate low-income Pennsylvania taxpayers on their rights and responsibilities, and identify issues impacting this population. The clinic must designate a Clinic Director with overall management responsibility and day-to-day operational oversight. Staff or pro bono panel members must be admitted to practice before Pennsylvania Courts. A physical office location is required. Client financial eligibility is determined by a Financial Eligibility Cap calculation based on household composition, with limited exceptions available upon written approval from Vincent Pease.
Deliverables include a mid-point status report due February 1, 2027, and a final status report due June 1, 2027, covering all work performed through May 15, 2027. Reporting requirements are extensive, covering controversy data, operational descriptions, case management information, and narrative case summaries. Compensation is structured as half the awarded bid amount upon delivery of each deliverable on or before the specified due date; no payment is made if deadlines are missed. The contract term runs through May 15, 2027 with no renewal options.
Contractors must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor statutes under BOP 2201. Domestic Workforce Utilization Certification is an evaluation criterion; contractors must certify the percentage of direct labor performed within the United States or within WTO Government Procurement Agreement member countries. Act 57 of 2023 Russia and Belarus certification is required for contracts exceeding $50,000; suppliers appearing on Treasury-published Russia or Belarus lists are ineligible. The Department reserves the right to modify the statement of work and requirements with 60 days' notice.
