About this opportunity

The state of Virginia, specifically through its seed management program, is seeking a contractor to perform pinecone seed extraction and cleaning services for longleaf and shortleaf pine varieties. This Invitation for Bid (IFB) seeks a qualified vendor to process pinecones sourced from forest seed orchards located in New Kent and Buckingham Counties. The primary objectives include collecting delivered pinecones, performing comprehensive cleaning and processing procedures, and extracting seeds which must then be returned to the Department. The procurement opportunity is posted as of September 9, 2025, with bid submissions due by September 15, 2025, representing a relatively short response window of approximately six days. While specific evaluation criteria are not explicitly detailed in the provided documentation, vendors can anticipate that technical capability, processing infrastructure, and ability to meet precise seed extraction specifications will likely be key assessment factors. The contractor will be responsible for managing the entire seed processing workflow, ensuring high-quality seed extraction and maintaining the integrity of the genetic material throughout the processing cycle.

No specific set-aside designations or enterprise restrictions are mentioned in the provided contract opportunity details. The solicitation appears to be open to qualified vendors with appropriate processing capabilities for pine seed extraction. While no incumbent vendors are identified, interested contractors will need robust processing facilities capable of handling pinecone volumes from multiple Virginia county forest seed orchards. The documentation does not specify a precise budget range or potential contract value, which suggests potential vendors should be prepared to submit competitive pricing proposals based on their specific operational costs and processing capabilities. Contractors will need specialized equipment for pinecone handling, cleaning, and seed extraction, indicating this opportunity is most suitable for firms with established forestry or agricultural seed processing infrastructure. Successful bidders will demonstrate technical expertise in seed processing, ability to maintain seed quality, and commitment to returning processed seeds to the Virginia Department's specifications.
