About this opportunity
Montgomery County Municipal Utility District No. 211 in Texas is soliciting sealed electronic bids for water, sanitary, and drainage facilities construction in Lonestar Landing Section 4, with bids due August 11, 2026 at 3:00 p.m. Local Time — a deadline that has passed as of the current date.
The scope includes installation of approximately 3,417 linear feet of 8-inch C900 AWWA water pipe; approximately 3,223 linear feet of 8-inch SDR-26 sanitary sewer pipe with 16 manholes and 74 service leads; and approximately 2,924 linear feet of reinforced concrete storm sewer pipe (18 to 48 inches in diameter) with 13 manholes and multiple inlet types. Additional work encompasses clearing and grubbing of approximately 1,660 square yards, trench safety systems, dewatering provisions, construction staking services, and as-built topography. Construction staking and as-built topography are fixed-price work to be performed by Elevation Land Solutions at $27,000 and $3,500 respectively.
The contract completion time is 45 calendar days from Notice to Proceed, with economic disincentives of $1,000 per calendar day for delays. The work is subject to Texas prevailing wage requirements. Bidders must submit a bid bond or certified/cashier's check equal to 2% of the total bid amount; the successful bidder must provide performance and payment bonds equal to 100% of contract price and a two-year maintenance bond for 50% of construction costs. All bidders were required to submit a completed Texas Ethics Commission Form 1295.
A non-mandatory pre-bid conference was held August 4, 2026 via Microsoft Teams. Bid documents were available for download at www.CivcastUSA.com at no charge. The owner is exempt from Texas sales and use taxes as a political subdivision, and contractors must pass on applicable tax savings. Contractors must comply with all applicable federal, state, and local laws, including OSHA and environmental regulations.
