About this opportunity

The Johnstown Redevelopment Authority is soliciting bids for the purchase and delivery of Liquid Oxygen for the Dornick Point Wastewater Treatment Plant through a competitive bidding process on Penn Bid. The procurement is specifically for a liquid oxygen supply contract, with bids due on October 24, 2025, at 1:00 p.m. local time. Bidders must submit their proposals electronically via Penn Bid, with a mandatory bid bond or financial guarantee of at least 10% of the total bid value. Qualified vendors must provide a certificate of insurance that identifies the Johnstown Redevelopment Authority as an additional insured, with general liability coverage of $2,000,000 per occurrence and in aggregate. The Authority reserves comprehensive rights to reject any or all bids, waive technical irregularities, and make award determinations in its best interest. Evaluation will likely focus on price, compliance with technical specifications, insurance requirements, and overall responsiveness to the solicitation.

The contract opportunity appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. No incumbent vendor is explicitly mentioned in the procurement documents. Vendors must comply with federal, state, and local municipal regulations applicable to this type of service. The bid documents will be available at no cost through Penn Bid, and potential bidders must register on the platform to access complete contract specifications. While a specific budget range is not provided, the requirement for substantial liability insurance suggests a significant contract value. The Authority will retain the submitted bids for up to 60 days from the opening date, providing flexibility in the evaluation and award process. Interested suppliers should carefully review all technical specifications and requirements before submission to ensure full compliance with the procurement guidelines.
