About this opportunity

Warren County, Virginia Finance & Purchasing Department is requesting sealed bids for drainage improvements to the Linden Fire Station located at 4561 John Marshall Highway, Front Royal, with bids due October 19, 2026 at 2:00 p.m. and an optional pre-bid conference on October 6 at 10:00 a.m.

Bidders must hold Virginia contractor licensing at Class A, B, or C level appropriate to contract value and provide their State Corporation Commission identification number or justification for non-registration. The anticipated contract value exceeds $500,000, triggering performance and payment bonds equal to the contract amount, plus a 5% bid bond or certified check with submission.

The scope includes site entrance and drainage improvements: conversion of the asphalt entrance to a heavy-duty reinforced concrete apron, installation of a trench drain and storm piping system, selective demolition, grading, traffic control, and erosion management. Work also encompasses a five-foot-wide sidewalk along the left side of the building and restoration. The bid form requires line-item pricing across eleven categories (mobilization, traffic control, erosion controls, demolition, excavation, drainage components, concrete apron work, sidewalk installation, testing and inspection, and final restoration) with a total lump sum amount.

The contract is firm fixed price with a 150-day performance period beginning from the Notice to Proceed. Professional engineering drawings prepared by Racey Engineering, LLC serve as the technical design basis and are included with the solicitation.

Insurance requirements include workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. Contractors with more than 50 employees must comply with Virginia's E-Verify program. Written inquiries must be directed to Kimberly Henry, Buyer, at khenry@warrencountyva.gov by October 13 at 2:00 p.m. Sealed bids are accepted through the eVA portal or as paper submissions to the Warren County Finance Department.
