About this opportunity

The Washington Suburban Sanitary Commission (WSSC), Maryland is soliciting sealed responses for light, medium, and heavy-duty vehicle body and repair services with responses due November 4, 2026 at 2:00 p.m. via the WSSC eProcurement Portal. WSSC will award to multiple awardees — a primary supplier based on lowest responsive and responsible bid, plus secondary, tertiary, and quaternary suppliers from the next lowest bids to ensure service continuity.

The scope encompasses complete body repair services for automobiles, trucks, and construction equipment and trailers with Gross Vehicle Weight Ratings of 6,000 through 33,001 lbs, including collision and general damage repair, fabrication and modification, accessory installation, transmission and engine repair, framework repair, brake work, body refurbishing, and refinishing. Work must comply with Original Equipment Manufacturer specifications and Maryland Department of Transportation safety regulations. Bidders must employ at least one ASE or I-CAR certified body shop technician and demonstrate a minimum of three years' experience providing light, medium, and heavy-duty vehicle body repairs in various metal alloys. An operational facility with adequate capacity is required; WSSC will contact selected bidders to schedule site visits to verify capabilities.

Pricing must be submitted as all-inclusive unit prices covering fringe benefits, overhead, profit, general and administrative expenses, and associated costs, with all mobilization, demobilization, and F.O.B. destination shipping included in line-item prices. Prompt payment discounts of 15 days or more may factor into award decisions. All prices remain firm during the initial contract term; subsequent annual adjustments are capped at a maximum 10 percent increase at WSSC's sole discretion. No minimum quantities are guaranteed. Contractors must carry workers' compensation and employers' liability insurance with statutory coverage, commercial general liability with $1 million per occurrence limits, business auto liability with $1 million coverage, and $1 million umbrella liability. Facility security must include minimum six-foot fencing and 24-hour lighting for vehicle and equipment storage. An Intergovernmental & Cooperative Purchasing Clause permits other eligible public agencies to access the contract without separate competitive procurements.
