About this opportunity

The City of Texas City is requesting sealed competitive bids for lifting and void filling services for concrete pavement under ITB 2026-017, with bids due August 19, 2026 at 11:30 a.m. and questions due August 12, 2026 at 11:30 a.m.

The scope is slab-jacking services — drilling and injecting cementitious slurry beneath settled concrete slabs to raise them to proper grade and fill voids. Work includes lifting street pavement with settlements ranging from 0.01" to 6.0" (estimated 80,000 square feet annually), lifting street pavement with settlements of 6.0" or greater (estimated 15,000 square feet annually), stabilizing and raising approximately 10 traffic signal boxes, and raising sidewalk pavement in unspecified quantities. Bidders must demonstrate a minimum of seven years' experience in the slab-jacking method and must employ their own personnel with a minimum of two mixers capable of carrying 8 cubic yards of dry material each.

Pricing shall be submitted on a per-square-foot basis for lifting services with mobilization and traffic control as lump-sum amounts. The resulting contract is effective for three years upon execution, with the City retaining the right to renew for up to two additional one-year periods under existing terms, provided either party gives 30 days' written notice of non-renewal. Proposed pricing must remain firm for the initial three-year period. Should renewal options be exercised, the contractor may request price escalation not to exceed 4 percent per year, limited to accommodation of cost increases rather than profit. Payment terms are Net 30 days upon completion and acceptance.

Bid bonds equal to 5 percent of the total bid amount are required; performance and payment bonds equal to the total contract price are required upon award. Bids must be submitted in original plus three duplicate copies with one USB media source, delivered by mail or hand delivery to the City Purchasing Department. All required appendices, including conflict of interest questionnaires, House Bills 13, 19, and 89 verifications, property tax statements, nepotism statements, non-collusion statements, debarment certifications, and four professional references demonstrating similar project experience, must be completed and included.
