About this opportunity
The City of St. Cloud, Florida is seeking bids from multiple qualified general or utility contractors to provide lift station installation and rehabilitation services on a per-project task authorization basis under ITB 2026-071, with proposals due July 21, 2026 at 10:00 a.m.
Contractors must demonstrate a minimum of three years' experience in lift station contracting with at least six completed lift station installations in Florida, experience with submersible pumps, control panels, pressurized pipe, wet wells and manholes, and knowledge of applicable local, state, and federal codes. Current Florida business licensure is required.
Scope includes installation of new wastewater and stormwater lift stations (bedding and backfill, concrete pads, precast polymer wet wells, piping and valve installation, odor control systems, emergency bypass pumps, manholes, instrumentation, electrical equipment, submersible pumps, telemetry systems, and control panels) and rehabilitation of existing stations (wet well coating removal, cementitious repairs, temporary bypass pump setup, pump and valve replacement, and emergency repairs with four-hour response times). The contract is structured as "As Needed" with no specified overall term; the City reserves the right to extend with mutual consent, with extension requests due at least 120 days before expiration.
Bidders must submit hourly labor rates for Lift Station Superintendent/Project Manager, Civil or Mechanical Engineer, Pump and Mechanical Technician, Electrical and Controls Technician, Confined Space/Rehabilitation Technician, and Crane Operator/Heavy Equipment Operator, with a separate rate for emergency or after-hours work, plus a percentage markup for materials and other labor. The City reviews and approves cost estimates for each task authorization, which serve as the sole price. Proof of insurance, current W-9 Form, Florida Department of State registration, and three references for similar projects are required. No bid bonds, performance bonds, liquidated damages, or warranty requirements are specified. Questions are due July 3, 2026 at 5:00 p.m. Awards follow City Council approval. Bids will be opened publicly via Zoom on the proposal deadline.
