About this opportunity

The State of Alabama is requesting a quote for Li-Cor equipment through its Quick Quote solicitation process, with responses due September 4, 2026.

This is a quote request—a preliminary solicitation phase—rather than a formal RFP or IFB. The state seeks pricing and product information from Li-Cor, a manufacturer of scientific and analytical instrumentation, to establish cost estimates and product specifications before advancing to formal bidding. Specific quantities, delivery timelines, and technical specifications are outlined in the attached quote request document (Li-Cor Quote Request.pdf).

Suppliers must be registered in Alabama Buys and submit responses electronically through that platform by the close date. By submitting a quote, suppliers affirm receipt of all solicitation amendments, agree to furnish items or services at quoted prices, and certify compliance with all terms and conditions, including non-collusion certification.

Any resulting contract may be renewed annually by written agreement of both parties, up to a total contract cost of $25,000 or a total time period of five years from the effective date, whichever is reached first. Price escalation requests are capped at 5 percent of annual contract cost and must be justified with documentation. The state reserves the right to conduct cost realism and price reasonableness analysis and may request written proof of qualifications, including manufacturer authorizations and insurance certificates.

Suppliers must verify E-Verify enrollment if they employ workers in Alabama and provide documentation within five calendar days of notification or face bid rejection. Foreign entities must register with the Alabama Secretary of State and certify compliance with Alabama sales tax registration and collection requirements under Act No. 2006-557. The contract is governed by Alabama law with exclusive venue in Montgomery, Alabama. The state retains sovereign immunity and does not agree to indemnify suppliers, and may cancel contracts for convenience with reasonable notice.
